I am honored to present the significant achievements made by the National Environment Management Authority (NEMA) in safeguarding Uganda’s natural heritage in the FY 2023/2024.
The 2023/2024 Fiscal Year marked a pivotal moment in our continued commitment to environmental excellence. It highlighted NEMA’s dedication to ensuring a greener, more sustainable future for generations to come. Recognizing the critical role of sustainable development and environmental protection in people’s lives and economic growth, the Board, supported by NEMA’s technical staff, worked tirelessly to fulfill the Mandate of Authority.
The eighth NEMA Board, comprising Prof. James Okot-Okumu (Board Chairperson); Dr. Priscilla Nyadoi (Member); Dr. Charles Ekure (Member); Dr. Florence Grace Adongo (Member); Eng. Katwiremu Yorokamu Bategana (Member); Ms. Christine Mayengo (Member); Mr. Can Amos Lapenga (Member); Mr. Jimmy Chemonges Kuka (Member); and Dr. Barirega Akankwasah, Executive Director & Board Secretary, all served with distinction. Their leadership in promoting environmental protection, service delivery, and equity deserves commendation, and their legacy has paved the way for a professional and transparent Authority.
Our Strategic Plan (2020/2021-2024/2025) outlines the roadmap for achieving a transformative vision: a clean, healthy, productive, and sustainable environment. We have concentrated on key priority areas aligned with the goals of the National Development Plan III (NDPIII) and global, regional, and national development agendas, driving progress toward a sustainable future. Through this strategic focus, we have remained dedicated to delivering impactful results and creating a positive environmental impact.
It is with great pride that I present the Annual Report for FY2023/2024, showcasing NEMA’s steady progress as Uganda’s principal environmental regulator. Notably, the Authority’s staffing levels have grown significantly over the years, from 30 staff in 1995 to 217 staff by June 2024, out of the 413 positions in the approved structure. Furthermore, the Environment Protection Force, comprising 40 staff, was officially launched as a key tool in conserving and enforcing environmental protection.
NEMA also hosted the National Environment Sustainability Awards, celebrating eco-friendly practices and innovations by individuals, companies, organizations, and various stakeholders that have positively impacted the environment and promoted sustainable development. In addition, we successfully commemorated the International Day of Biodiversity and World Environment Day 2024 under the theme “Land Restoration for Climate Resilience”, among many other accomplishments highlighted in this report.
I urge all Ugandans to support our efforts by growing trees and taking meaningful actions to combat the adverse impacts of climate change. NEMA remains unwavering in its commitment to environmental stewardship, despite the challenges posed by climate change.
To increase the Authority’s reach and strengthen operations at the sub-national level, NEMA has established four regional offices in Mbarara, Lira, Hoima, and Mbale. However, we recognize the need for increased financial resources to effectively implement our mandate and the provisions of the National Environment Act, Cap 181.
I would like to extend my sincere gratitude to the Government of Uganda, Development Partners, customers, management, staff, stakeholders, and citizens for their invaluable contributions toward environmental management.
