Environmental Planning And Coordination
The department formulates and reviews environmental policies, strategies, and action plans to guide sustainable development and environmental management in Uganda.
It coordinates with other government agencies, stakeholders, and international partners on environmental policy matters.
It conducts research and collects data on various environmental indicators to inform decision-making and policy development.
The department ensures environmental planning and development with the objective of integrating environmental concerns into the policy and planning process at all levels through assisting lead agencies to address environmental concerns and integrate them in their policies, programmes and activities.
It also coordinates the management of environment information systems at NEMA, within the lead agencies, and local governments; undertakes research and data collection, NEMA website management and is charged with production of the National State of Environment Report once every two years.
It is responsible for initiating and coordinating activities that support communities, micro projects and districts, especially the environment departments to address environmental issues including community training and environmental action planning.
It promotes the integration of environmental issues in the formal, informal and non-formal education, production and dissemination of environmental education and information materials and publications, promoting adequate environmental management skills and awareness to stakeholders and the general public.
Environmental Complaince
The department is responsible for overseeing the Environmental Impact Assessment (EIA) process, including the review and approval of EIAs for proposed projects.
It implements environmental monitoring and compliance of the regulated community. It ensures effective implementation of procedures and guidelines and provides technical guidance in the area of EIAs; carries out environmental audits and inspections to ensure compliance with environmental standards and regulations

Enforcement And Field Operations
The department monitors compliance with environmental regulations and standards, conducts inspections, and enforces environmental laws.
Human Resource, Finance And Administration
The department offers provision of administrative support to NEMA programmes including human resources management, logistics, equipment, procurement, operations and maintenance. It also performs the financial management and accounting functions.
The Executive Director (ED) is the Chief Executive and Accounting Officer of NEMA.
The ED is responsible for; the day-to-day administration and operations of the Authority, which are accomplished through strategic planning, resource mobilization, and effective fund and property management. His duties include ensuring accountability, supporting the Board and Policy Committee on Environment, and maintaining the Authority’s overall effectiveness in achieving its mandate and vision. Additionally, he fosters stakeholder partnerships at national, regional, and international levels for effective environmental management. He promotes corporate governance and oversees efficient management across all departments.
The Office of the Executive Director consists of two divisions – Legal and Corporate Affairs, and Strategic Planning and Partnerships – and five units: Procurement, Monitoring and Evaluation, Corporate Communications, Crime Intelligence, and Internal Audit and Risk Management. These divisions and units report directly to the Executive Director, providing essential support across all departments to ensure the achievement of targets and effective implementation of the Authority’s mandate. The office has a total staff of 27 employees.
